It's common to see states and municipalities provide economic development incentives to privately-owned companies with the promise of public benefit, most notably jobs. The problem is that these promises are sometimes unsatisfactorily met or worse, even broken. But, not all incentives have failed to succeed. This report suggests a more accountable method of negotiating contracts with private businesses, one that is fiscally sound but also protects taxpayers. The report outlines this method and offers models of successful incentive programs.
