Reforms to Enhance Independent Redistricting

Although redistricting is important, redistricting will not magically increase competitive, fair, and accountable electoral processes. The article argues that competitiveness and fair representation in elections are mutually exclusive, and that other alternative mechanisms must be set in place in order to enhance both. These mechanisms revolve around proportional voting systems. One alternative mechanism is called superdistricts, in which districts have multiple seats based on proportional representation. The other mechanism is called districts plus, in which accountability seats are added to the legislature in order to compensate for partisan unfairness during elections.
