Redistricting for Inclusive Democracy

Redistricting is an important factor for electoral politics . Traditionally , the act of drawing district lines has been used to minimize the votes of minority residents , thus minimizing their ability to self - govern . The report argues that community involvement is necessary to redraw district lines in the interests of the residents in the community . This process would need organizers , advocates , lawyers , researchers , and everyday people working together , across racial and ethnic lines , to amplify their collective voice . To redraw districts that better represent communities is to increase citizens representation in the democratic process and give voice to historically voiceless communities .
